تتأهب شركات التعدين التي حصلت على امتيازات في مناطق بصحراء مصر الشرقية لبدء التنقيب عن الذهب بموجب إصلاح تشريعي يسعى إلى الاستفادة من موارد معدنية ضخمة غير مستغلة.

ورغم الاحتياطيات الوفيرة وتاريخ التعدين الثري اللذين تمخضا عن حلي ذهبية فرعونية دقيقة التفاصيل، فإن بمصر منجمًا تجاريًا وحيدًا منتجًا للذهب، حيث يعتري قطاع التعدين الوهن، بينما ينمو الاستثمار الأجنبي في النفط والغاز.

والآن، تعول البلاد في جذب الاهتمام على ارتفاع أسعار الذهب وتعديل قوانين التعدين التي تقضي على البيروقراطية وقاعدة تقاسم الأرباح، التي لا تحظى بقبول في القطاع.

وبعد عام من تدشين أول جولة عطاء بموجب القواعد الجديدة، أبرمت مصر حتى الآن خمسة عقود للتنقيب عن المعدن الأصفر في أول جولة، وأبقت نظام المزايدات نشطًا مع سعيها لبناء الزخم.

وتتطلع الحكومة لاستقطاب استثمارات سنوية بمليار دولار إلى قطاع التعدين، وهو هدف تقول مصادر بالقطاع إنه قد يكون في المتناول.

وقال باتريك بارنز، رئيس استشارات المعادن والتعدين المعني بأوروبا والشرق الأوسط وأفريقيا وروسيا وبحر قزوين لدى وود ماكنزي، التي تقدم المشورة للحكومة المصرية بشأن إصلاحات قانون التعدين: ”النجاح سيقاس في نهاية المطاف بعدد المناجم التي ستكتشف وتطور الإنتاج.. تكشف المؤشرات المبكرة أن جولة العطاء كانت أفضل بكثير من الجولات التي عقدت في السابق“.

مزيج صحي

وفي العطاء الأولي، أرست مصر في تشرين الثاني/نوفمبر 82 رقعة استكشافية على ما قال محللون للمعادن إنه مزيج صحي من 11 شركة، تتراوح بين شركات تنقيب صغيرة إلى شركات عملاقة بالقطاع، مثل باريك جولد.

والمناطق المطروحة تقع في التكوين الجيولوجي للدرع العربي النوبي، الذي يتاخم البحر الأحمر، ويعتقد أنه من بين أكثر المناطق ثراء بالمعادن في العالم، لكن سعي مصر في مجال التعدين ما زال في مرحلة مبكرة.

وقالت ألتوس ستراتيجيز، ومقرها المملكة المتحدة، إنها تتطلع لتكوين فريقها الفني وإجراء عمليات استشعار عن بعد ووضع خرائط العمليات في الأرض البالغة مساحتها 1500 كيلو متر مربع التي أرسيت عليها قبل بدء التنقيب.

وتتوقع الشركة استثمار عدة ملايين من الدولارات في الأمد القصير، لكن ذلك قد يرتفع إلى ما يزيد عن 100-200 مليون دولار إذا جرى الوصول إلى كشف ذي جدوى اقتصادية.

وقالت متحدثة باسم بي.تو جولد، ومقرها كندا، والتي فازت بامتياز أيضًا، إن الشركة تتطلع لبدء التنقيب قريبًا. ورحبت شركات التعدين بإلغاء شرط تأسيس مشروعات مشتركة مع الحكومة المصرية، وكبح الرسوم الحكومية عند سقف 20%.

لكن سامي الراجحي، رئيس مجلس إدارة نوردانا بي.تي.واي، ومقرها أستراليا، قال إن الإبقاء على عملية المزايدة لمناطق الاستكشاف يحد من فرص حدوث أي ازدهار في مجال الذهب.

وأضاف الراجحي، وهو أيضًا مؤسس منجم السكري، وهو منجم الذهب التجاري الوحيد في مصر: ”ما من دول ناجحة في مجال التعدين تستخدم هذه العملية.. لديهم جميعًا قوانين واضحة وتتسم بالشفافية تنص على مؤهلات والتزامات وحقوق المستثمرين“.

 

سعر الذهب

وتستغرق مشروعات التعدين من مرحلة الاستكشاف إلى الإنتاج ما يتراوح بين عشرة إلى 15 عامًا في المتوسط، وبينما تراجعت أسعار الذهب عقب أن بلغت مستوى قياسيًا في 2020، يتوقع خبراء اقتصاديون أن تبقى مرتفعة بالمعايير التاريخية على مدى السنوات المقبلة.

وقال الرئيس التنفيذي لألتوس ستراتيجيز، ستيفن بولتون: ”إذا وصلنا مرحلة تحققت فيها عدة اكتشافات، قد تصبح مصر من أكبر منتجي الذهب في أفريقيا.. تتمتع بإمكانات من الدرجة الأولى“.

لكن مناصرين لقضايا البيئة يقولون إنه لا يوجد مبرر للتنقيب عن الذهب، إذ يتسبب ذلك في توليد انبعاثات، ويمكن أن يزيد الضغط على الموارد المائية وعلى النقيض من النحاس والمعادن المستخدمة في البطاريات فإنه غير مطلوب من جانب التقنيات القادرة على أن تتمخض عن اقتصاد منخفض الكربون.

وقالت الحكومة إنها منفتحة على التنقيب عن بقية المعادن، لكن الذهب محور التركيز حاليًا. وقال بارنز من وود ماكنزي: ”الذهب بالتأكيد أفضل شيء بالنسبة لهم للبدء به، لأن هناك قدرًا معروفًا منه“.

وأضاف: ”لدى مصر إمكانات هائلة للتنقيب عن النحاس والذهب وسلع أولية أخرى.. مبعث القلق الأكبر في القطاع هو نقص إمدادات النحاس، ومواقع مثل مصر التي تعتبر غير مستكشفة وبها إمكانات كبيرة ستستقطب الكثير من الاهتمام إذا تمكنت من المحافظة على أوضاع مناسبة للاستثمار“.
